The hotel is fabulous, service is kind and prompt, all is great except the views. 
At the front, there is amazing view towards the inner garden, which is often used for ceremonial purposes - weddings, gatherings, etc. 
Normally, the noise stops at midnight, but at summer if you cannot sleep on a AC working on and closed windows, you will be listening to the staff jingling with forks and spoons and so on. There might be a small group of alcoholics which would refuse to leave, a police would come out to take them away and all that commotion would get on your nerves and definitely on your sleep. 
If you are sound sleeper and you can sleep on the AC on - go ahead, front view is your choice.
Rooms are tidy, small but nice, but keep in mind that there are two types - refurbished and not refurbished. The latter are on the lower 3rd floor, while the nicest, and naturally - the more expensive ones, are on the 4th floor. All rooms are with refurbished bathrooms, AC, flat screen TV, two beds or double bed.
Rooms looking at the back of the hotel offer not that much good of a view - they overlook a pools complex that is undergoing overhaul and offers the looks of a construction plot.
You may have thought that this is a major drawback only during the day, but at night there are too many frogs calling and at times it can get on your nerves, especially in the early summer when it is their mating season.
Besides all that, refurbished rooms where I enjoyed my stay are nice, food is excellent at the adjacent restaurant, and if you enjoy local folklore you will definitely enjoy the inner yard in the evening. 
Very good price for money. Location is within easy walking distance from the center of the city. Hotel is located in the heart off the local Dobrich park which is also very nice and enoyable.

Nice but watch out

An old hotel which good days are long go. The only good things are good location and friendly staff. Rooms are tiny, not really tidy and keep the odor of tobacco. Biggest disappointment is the restaurant - in the evenings and deep at night it is used for family functions and the loud music is disgusting. Bad music at very high decibels. 

Even worse - at lunch people from the restaurant management were sitting inside and smoking. 

In summary - find something more decent. Staying at Green place is not a pleasant experience.
