The good points are that the hotel is centrally located, next door to most tourist sites, the WiFi worked well and the showers were hot. The bad was that the hotel is pretty noisy, the breakfast was poor (just bread, butter, jam, tea) and the shared bathroom was quite smelly/dirty and not even on the same floor as the lower level rooms. 

Some good points, but not the best stay 

I stay 4 nights there , and the price is very reasonable for a private room !
The staff is friendly and helpful . 
It's a safe place . 
I got few advice for my trip and not tourist advice . I save money with that .

Good place

We decided to stay here as it was close to the bus terminal, and there was a guy from the hotel that met us at the bus and took us to the hotel for free. He said the price for a double room was 80Bs per person, but after some bargaining we got that down to 50Bs. The room was nice, clean, comfortable bed, cable TV and Wifi. There was hot water in the shower. Only negative is there was no towels, toilet paper or soap - When I asked about it they wanted extra for these things. The breakfast was 10Bs extra, but was very poor with bad coffee and only enough jam to cover a half slice of bread. This is normal in Bolivia though. 
We stayed here for 3 nights then went to lake Titicaca. Coming back to La Paz in the evening a few days later we decided to go back to hotel Savoy. The people in reception agreed, reluctantly and after a phone call to presumably the manager, to give us a room for the same price at 50Bs (they wanted 250Bs for the room initially!). This room was not as nice as it was facing the street, it was more noisy. After 2 more nights, we went to the death road and Coroico. After 2 weeks we had to go back to La Paz for one night to catch a plane to Sucre in the morning. So we went back to hotel Savoy for the 3rd time but this time they would not give us the room for 50Bs pp, they said the best they could do was 80Bs pp. When we said we had this price twice before they said that the staff had gotten into trouble with the boss because of this. When we said we wanted to go to a hostel instead, they agreed to give us a private room for 50Bs pp but in a different part of the hotel. This room had no TV, the wifi did not work and the bathroom was outside the room. It was also very cold and there was no hot water in the shower -which I particularly asked for . I would have given this place 4 stars if this last part had not happened, after all it was only one night and they had lots of rooms free.

Ok if you can bargain the price

Stayed one night here as it was all we could find late at night.
Good location,expensive for the condition,all 6 beds in our room (dorm) had dirty sheets full if hair,wet towels on the beds from the last guests

on the way back we stayed one more night in La Paz, Not many blocks away for the bus terminal, there was this *** Hotel, very clean, comfortable rooms with satelite tv, private bathroom and communication with the front desk, and a good service, the staff was very nice and helpful. 
we payed about usd 8 for a double room which is very cheap considering other places we stayed in Bolivia.
If you are staying about 4 days in La paz i would recommend to book a nice hotel close from Iglesia San francisco if you are staying just one night this is a good hotel, it's not really close from the city highlights, but good service close from the bus terminal.
