I found this hotel on the recommendation of a local expat. I got what I paid for and maybe a little less.

The hotel had just changed owners and the new owner was taking on a partner so things were hectic most of the time. Entire floors were being worked on at one time and it was noisy. I definitely know mine was one of the ones not rennovated, no hot water and toilet that had seen better days, walls definitely needed drywalling or plastering and painting. The room needed good plug ins for laptop and phone chargers badly.

Large room, old bathroom and bedroom, great staff and owner.

Found it wandering on the streets...
My room was large and clean, with multiple facilities for a cheap price. The bathroom was quite old with broken pieces but didn't bother me.
They provide free water and some toiletries, plus free WiFi ! 
Location is great, staff is kind. 
Only thing, the matress and pillow were way too hard for me...
Would definitely recommend.

Great place

In contrast to the older negative comments to which you'll find on any property. I've lived in Cambodia for 2 years and apart from a small TV antennae problem,  I can't fault this place. 
The rooms are clean,  quiet and even have a bath which is rare! Everything worked perfectly in my room. Even the stairs are western,  not a typical ladder!!  The Khmer family that run the hotel are very polite and speak okay English. 
The location is 5 minutes walk to anywhere and I would certainly stay here again. 

Good Value For Money In PP 

We booked this guesthouse as we're traveling on a budget and it seemed to be in a good location...it was very cheap so we were a bit apprehensive.

We came back from dinner and a couple of drinks to find a big cockroach in the bathroom and another smaller one inside the bedroom. 

We lifted the sheets off the mattress next as the cockroaches raised a few alarms, not to mention the overwhelming mould on the ceilings. The mattress was foam with chunks missing, and on the bottom sheet we saw a big blood stain.

We went downstairs to explain to the staff that we wanted to move rooms. They took as to another room. It was still very dirty and the sheets were disgusting but we were so tired from a day of traveling we just accepted it. 

As we were preparing for bed I noticed a big centipede come out from the bed, but by this point it was 2.30am and we needed to go to sleep. We did check the mattress as well, and the bed frame underneath was covered in cobwebs.

We were woken the next morning around 7.30am to what sounded like a hammer banging directly behind our heads, as well the sound of an angle grinder screeching.

That was the final straw, we packed our things to leave with the expectation of a refund on the remaining nights we had left, which obviously leads to the next issue that they don't do refunds.

The lady at reception said that people leave early all the time without a refund in her attempt to reassure us that we're not the only ones that don't get refunded. 

There was absolutely nothing positive to take from staying at Angkor Meas Guesthouse. Also, anyone reading this must know that we've been traveling SE Asia for over a month now, staying in budget accommodation. We don't expect much as we are paying low prices, and every other place we have stayed has been clean at least, which is all we want.

Please do yourself a favour and stay away from this guesthouse.

Cockroaches.

Another review here actually sums it up quiet well: You get what you pay for. It is cheap ($10 for a fan-room per night). The bed was comfortable, clean towels anytime available at the reception. The room and especially the bathroom sometimes had a bad smell though and the rooms are heating up over the day. There is no mosquito net on the window but surprisingly we never had issues with mosquitos during our stay even though we left the window wide open the whole time. The bathroom is really dirty. All in all - for that price category in the centre of phnom penh an average guesthouse. The WiFi didn't work at all.

Typical budget accommodation

Well it seems there are many long term guests living in corridor rooms at cheap prices.
My $10 should have bought something better, it was, a little – it had a window to the street.
However when I tried to pull the curtain back, half fell down. Also some of the window does not slide.
The wash basin has no drain – straight onto the floor. 
The cistern in the toilet has not top.
The shower handle had to be put just right otherwise the water would not turn off.
The fan does not isolate.
The television does not work, and seems to be just for show.
There is a chair there so dirty that no one would want to sit on it.
There is a broken security catch on the door, which means anyone with a key could enter while the guest is sleeping.
At 11pm the temperature was 85 degrees and would not drop despite the window being open and the fan set on the highest setting.
In the morning at 5:50 am someone was announcing loud on a loudspeaker in the street, the rest of the time noise of building was heard from the street.
In short, do not stop in room 601, and if it is bad there, others rooms might be just as bad.
I have stopped in some dumps in my time but this place take first prize.
