confusing as trying to find this hotel when we were arriving, as it is under 3 different names, it was hard enough to even find to review it. 
I’m not normally a fussy person, but this hotel does not deserve its 4 star rating. I have stayed at 3 star hotels that welcome you beautifully, help you to your room, give you a cold compress after you’ve just arrived from your flight and explain to you about what is in the surrounding area that you’ve never been to. 

Do not expect this from this hotel. We arrived, were asked impolitely to pay upfront (I have no issue with this but usually you pay upon checkout after using the mini bar etc), we were provided with no welcoming water or juice like other places in Asia, we also couldn’t even ask a question about the hotel amenities or the surroundings as no one spoke more than a few words of English. No one helped us with our bags to our room or explained to us where our room was (5th floor), I still didn’t even know we had a pool until reading other reviews as no one had explained this to us. 
There is loads of construction going on, so it’s super loud all day and the area really isn’t very nice at all, more a building site. 
I’d recommend staying at another area in Sihanoukville, such as Otres 1 or 2, not serendipity beach as the entire area is very dirty. 

On a positive note, the room we had (at an expensive price) was very nice and clean. And the wifi works well. But these positives do not outweigh the negatives.

Do NOT go to this hotel!!! Website is not an accurate representation of the hotel and the quality and location is way too low for the very high price. Construction everywhere, the concierge staff cannot speak basic English and many of the amenities offered on the website were not available or not offered. Stay at a place in Otres Beach instead!!

Low Quality for the Very High Price- False Advertising

This has to be the most disgusting place I have ever stayed, I am currently writing this from reception of the hotel after 1 night have decided to leave.Rooms are disgraceful run down and smell very damp, nothing is clean.please avoid this hotel at all costs, I love this country but I was informed by the staff (Cambodian)that the hotel has been taken over by Chinese, nothing is repaired or replaced he was upset as he told me in his opinion this was no longer a 4 star but maybe a 1 star. Shame really was looking forward to this part of the trip, pics provided to prove.Also worth noting the main guest base is Chinese who come in at all hours with no respect to any other guest. Please note the yellow feet stained flip flops welcome pack. Vile

Couldn’t be more disappointed with the hotel I don’t know where they got the photos for website and advertising as it’s nothing like it looks. Building site over looking the pool unfinished plaster work in bathroom AC leaking water wires hanging out I could go on however all I say is don’t bother!

False advertising 

I’m a regular traveller to Cambodia and am fairly low Maintenance booked this place for 4 nights at $110 per night the following pictures will explain why I didn’t even check in or even see our room
Waited around the pool  for our room to be ready and figured out within half an hour it’s not a place we wanted to be in, old run down, mouldy walls some bits of ceiling falling off, around the outside areas, even my 8 year didn’t want to stay and he’s not fussy, bad vibe from the staff who practically ignored me but could giggle amongst colleagues, showed her comparison photos and said cancel our booking, we no stay we no pay 
Just don’t go there we ignored some of the bad reviews thinking can’t be that bad but it is 
It’s also advertised under 3 different names the OC, OC boutique and Thaiyang Chhen hotel 
Ps my first review on trip advisor so and I stay in a lot of hotels this is the only one that has got to me
