I had been stayed a night as  walk in Rate 80$/Night/BF,  with Sea View Room but TV No working (No Cable & Remote Control), No Hot Water, have some plastic bags & a mask in the draw from the previous guests, Especially Bathroom very slippery but have sigh. 

The previous hotel name as New Sea Beach Resort and now is Vinina Boutique Hotel as Lead by Owner family. 

Perfect Location if you like the beach 

Restaurant can not order after 21:00 but you still can delivery from outside. 

Normally the hotel is very nice.

Kong, his wife ,their three wonderful daughters and all the staff of this place made us feel at home.just one minute walking from the wonderful beach of otres 2. this beautiful hotel is clean, good a/c , comfortable bed, in a wonderful position on the river bank.They can arrange for you every kind of service at very affordable prices.Definetly the best choice we could do far from the caos of serendipity and close to the nice village of Otres.

We paid around $6/7 to get here from "downtown" by tuk tuk. 

When we arrived the owners (a young Cambodian couple) came and took our bags! They then showed us the room before talking money. 

The room was beautiful, on the bank of the river, clean, tidy, comfy bed, good A/C and good wifi. We negotiated with the price and ended up paying $25 per night (originally asked for $40), breakfast is $5 extra which we purchased the following day realising that buying food individually would be more expensive (if you do get breakfast, confirm what you're ordering, we got fruit salad twice, different both times)

The bathroom was very clean and spacious although the toilet blocked a few times, the water was cold (not a big issue) and the water in the sink was brown (we just used the complimentary water for brushing teeth etc). 

We had a few small issues with the room like the toilet, and a light bulb that went out, each time the owners couldn't have been more helpful and came straight away to help.

We did laundry here that was completed in under 24 hours at the usual $1/Kg rate. Only negative was the clothes smelt a little strange after (maybe something to do with the water. 

Within a 5 minute walk are a range of bars and restaurants that do some great food, also a 10/15 minutes walk back towards "downtown" there is a small range of shops to get essentials like sun cream etc.  

The owners helped us with bus tickets for our onward travel and both came to say goodbye before we left in the morning. 

Overall a great place to stay in a stunning location, a good place to get away from the touristic areas. 

Quiet retreat on the river

Beach River is quite aptly named as it's sat right beside a pretty bend in a river (in which you can watch fish jump for bugs and birds fish OR bug-hunt) but it's also literally a lazy one-minute walk from a stunning beachfront at Outres 2 (farther down/away from Sihanoukville than Outres 1). From 'downtown' Sihanoukville we paid $6 for tuktuk rides out to Outres 2 (which take 15-20 minutes). 

There are several little restaurant/cafe/bar options where you'll access the beach, but it's also easy to get away from the "crowd", which is minimal; I spent a week there and never felt the beach was even approaching busy. For me, the location alone was worth it! (And not least because at one of the places straight onto beach from the hotel they do a nightly 6pm barbeque of chicken, barracuda and red snapper that comes with chips and a beer and tastes DIVINE. So look out for that!)

But our room was just fine. Spacious and clean, though we did have to discourage a few ants near the door) with a fan that did pretty well against the heat. We didn't need to splurge for A/C and that was ok with the screened window open, too. One misleading thing about their sign, however, is that not "all the rooms!" have hot water. Ours did not, which was OK given the heat of the weather. (Oh, and the water from the taps is distinctly brown. But it tastes fine and it didn't bother us, mentally or physically.) Oh, and there was no TV, but the wifi was strong.

The staff is REALLY nice (all Cambodians seem to be incredibly friendly and accommodating folks) and we had a few meals there that were tasty and reasonably priced. Some were a bit more expensive than the equivalent down at the beach places (maybe .50 or $1 more per dish) but we didn't mind. The menu offers a good selection of Western and local dishes, and the omelets were especially good.

For the $18/night we paid, we found this place to be quite good.

Great for the price and near a spectacular beach

Pros:

- This hotel has absolutely lovely river view bungalows if this is what you book. The other rooms are quite basic for the price.
- The Aircon works well!
- Rooms are clean/new.
- Some of the staff and the dog are very friendly

Cons:

- This hotel was not/is not ready to open and construction on the main building is not yet finished. Despite being offered a substantial discount (I booked in person), and despite the best of intentions from some of the staff, there were more negative than positive aspects to this "hotel" that made me feel that it wasn't worth it despite the discounts.

- Despite claims to the contrary on Agoda and Booking, there is NO hot water (a big issue for some people), no fridge (a minor annoyance), and no TV (who cares?). Still, if you put something in writing and charge people for services your don't render, then it's not a good way to start a business.

- There is no excuse for there being no hot water. The electricity is clearly set up, all they need are the heaters which they can get at numerous shops in the city, but are most likely waiting for a discount  on.

- Breakfast/restaurant staff was utterly useless. With the exception of one employee, the rest of the staff (sometimes up to six or seven people) would just stand behind the kitchen counter doing nothing. You had to walk up to them to give them your order and then you could still have to wait another half an hour for cold coffee or tea.  

- Water is brown. This is common on Otres beach, but if you charge these kind of prices, you need to get some kind of filtering system. 

- Sometimes the evening staff would gather around and get drunk, not caring at all about customers and creating a rather unfriendly atmosphere which you do not get at most other establishments on Otres.

With higher prices comes greater responsibility (and more difficult customers). Brown and cold water may be fine when you're charging 15-20$ on a night on an undeveloped beach, but if you decide to charge 50$+, then that's a whole different story. Sadly, the owners of this place think that they can just charge whatever they want without delivering the goods. For a few $ more, nearby places that are more "foreigner" oriented such as the Secret Garden have a much better understanding of what customers with a bit of $ to spend want.
