Overall, we were not happy with this hotel.  We stayed here one night when traveling between Guilin and Zhangjiajie.

Pros:  Helpful staff and there was even one person who could speak English; rooms are very modern and clean; nice hot water shower 

Cons:  Someone kept calling our room every hour, so by 11 pm I had to disconnect the phone line; wifi was poor; rooms smelled like cigarette smoke; we have been traveling for 8 months and these were the hardest beds we have ever slept on, I actually slept on the duvet just so it was a little softer

Didn't Like It

We stayed two nights at the Milky for work and overall enjoyed our stay.  It was redecorated in that last two years, thank goodness, as it was terrible before that! My room was really nice, with a good bathroom and clean. Included is a kettle, drinking water, wifi, tv, computer screen, toiletries (surprising as many hotels in Changsha don't provide these and they didn't use to). The rates are low and you get good value for money.  Breakfast is great if you are Chinese, but perhaps not so great if you aren't! 
Front desk service was good, we speak Mandarin so there were no communication problems, but I'm not sure what their English is like. Very convenient for the main train station (5-10 minutes walk away) and the tube (5 minutes walk away), which in turn connects you to the rest of the city.  We took the tube to the South train station (for high speed trains), which was brilliant, much faster and more convenient than taking a taxi (20-30 minutes). Also, there is a bus to the airport literally just round the corner from the hotel.
All in all, a very good stay and will be using it again.

Good value for money

I stayed here for three nights with my girlfriend and we both were really satisfied with this Hotel. First i have to admit that my girlfriend did nearly all communication with the staff, because she is Chinese. At least at the reception they speak some english. Our room was quite big and clean, the bathroom is also spacious enough for two persons. Immediatly after check in the service staff installed a WiFi router in our room, so we could use the free internet access (remember the internet access in China is partly blocked). The aircondition worked pretty well. In a shelf were some daily use articles, but you need to pay for them! But we found a box labeled "free to use" containing some smaller things like soap or shampoo.
For breakfast we got two vouchers with date stamp from the room service everyday, that we could use to have breakfast in the restaurant on the ground floor. The breakfast itself doesn't offer a lot of choices but more than enough to gain some energy for the day. It's chinese breakfast only, so no bread, cheese or yoghurt is available. Unfortunately also no fresh fruit was served, but still it was okay.
The location of this Hotel is really convenient, it's just a 5min walk from the Changhsa main railway station also the next Metro station is just a few minutes walk away. All important buslines depart in front of the railway station and the shuttle bus to the airport departs every 15min in front of the Civil Aviation Hotel which is just across a the side street next to Milky Way Hotel. If you turn left after leaving the hotel through the main entrance, you will find a small supermarket. Also some restaurants are around the hotel and the railway station, but don't expect them to have an english menu card or speak english.
Except for the small language barrier and the non-free to use things offered, the only smaller drawback was one late phone call offering "massage service".
The service was really good, the location is good and the price is cheap - I can definitely recommend this hotel.

Good value for money! Good location!

This is a conveniently located hotel with respect to trains and buses--that and the reasonable rates were the basis for our selection. Though the hotel has a slightly downscale appearance in the reception area, the rooms were fine. Don't expect much at breakfast, however. The offering was the worst we encountered anywhere in China during our four-week trip.

Good Value--Grim Breakfast

The name of this hotel attracted us and we decided to make a reservation. The Milky Way hotel is close to Changsha railway station and about a half hour walk to the river and its surrounding night life. Our room was clean but we had to request soap for the bathroom as none was provided. We thought this was a bit odd. Breakfast was provided free of charge but was pretty average. The hotel staff were very friendly and helpful despite our not being able to speak much Chinese. If you bring your own laptop computer you have to request a wifi router be brought to your room. This hotel is relatively inexpensive and therefore good value.
