I had a terrible experience in this hotel from day one. 
I was required to stay in this hotel for two weeks under quarantine, and I started having issues from the very beginning. 
I booked as a single guest and received a room with three small beds. From the first night I had no hot water in my room, I did not get as much as a single shampoo or soap to wash myself. The window of my room would not close, letting cold air in every night. The toilet would not flush, and the internet was very faulty.
After the first week, on Monday the 18th of May, I called reception to let them know about the internet connection, and the boy in the reception desk hung up on me. I had to call back and he pretended he had not done it, refused to give me his name and finally put me on the phone with the manager after I called his bluff.
The manager proceed to tell me that I was complaining too much and that I was a 'difficult guest' in his own words, forcing me to remind management that they were not doing me any favours, that they are providing a service and that I am paying to stay here. 
Bear in mind I still have one more week to stay here, and they have not fixed the water, the toilet, the window or the internet. I wonder what will go wrong tomorrow, but I guarantee something will. 
I wonder how many of you reading this review have had a hotel lobby hung up on you before? I work in hospitality in London, if I ever did that to a guest I would lose my job on the spot. No ifs or buts. 
I had a terrible stay in Houston a week ago and I wrote a review mentioning that it was the worst hotel ever, but this has got to be a new level of terrible.
I would not recommend my worst enemy to stay here, nor would I ever dare come back and set foot here again in whatever is left of my life. 
I hope this review helps someone make a better decision about their accommodation.

The worst time

EXCELENT INSTALLATIONS, DECORATIONS OF MUCH GOOD taste and PRIMARY ATTENTION The place is close to the shopping centers and the Carolina Tourist Park.The street where the Carolina Inn is located is not very busy.It is not close to bars or nightclubs but it is 5 minutes from the Rose Zone of the Mariscal.

Great place to stay. Secure, clean and close to a shopping mall and the city center via bus or cab. Staff is courteous and friendly. Our breakfast was included with our stay. They are also happy to secure you a taxi or give you accurate directions.

Awesome location

Comfortable, relaxed, the attention is good, they help you with everything. It's close to everything. You have acquaintances who will help you get to know the city. The food is delicious.

The best place to live.

It's a pretty cozy place, it's in an unbeatable location, you can rest comfortably, not feel the noise of Quito.The breakfast is pretty good, the bathrooms are clean and spacious, offer WiFi and cable TV.The detail that remains is that the shed had a small spot and that's something important they can't neglect.

Almost everything is fine.

An excellent accommodation option, small but very cozy and clean.The service is top-notch.Located in a central area, but very quiet.The only detail to improve is the availability of baby dining chairs.

I came here to support the humanitarian response to the people affected by the earthquake. It lasted almost two weeks. The attention and solidarity of the staff was unsurpassed. The hotel was very comfortable, clean and very affordable. During the day I was working, I was very well attended, with no noise at night. And the delicious food and nothing expensive. The coffee was really good. Thank you very much.

Each is more kind than the other.

It was my first time in Quito (first time in Ecuador, actually). I did not experience any other hotels in Quito. 
I often travel for work, but rarely write reviews. 
This hotel deserves a review, because : It is in a central position, I found a very clean environment, all the hotel staff is very cordial, friendly, professional and flexible to change. The rooms are nice and spacious enough. You can leave all your staff in the room and be sure you will find them when you are back. At the Carolina Inn you feel among friends, in a safe place. 
I also found a welcome change: I do not know if you ever think about how many bars of soap are wasted in hotels, to the detriment of the environment and also economic loss. Here, finally, they give you the new soap bar in the next morning, but also you find that of the day before, that surely you'll never consumed all. I think that is respectful to the environemnt, for human work, and the economy. For breakfast you will have a perfect coffee (real coffee, made with a real moca pot !!!), eggs, fresh fruit juice, jam and croissants. Maybe only some fruits is missing, but you will have the juice. If I had to give advice to this hotel, it would only be to provide a daily newspaper in the lobby, available to customer use. or maybe there is and I have not noticed. 
To conclude: there is free wi-fi in each floor and in the hall. The quality/price ratio is good.

It has been mainly a luxury care facility, very helpful staff and always ready to help you, possibly missing a bit in infrastructure issues, since it is accessible to a person with a disability, but I recommend it, very well located in the northern area, and very close to the best restaurants in Quito.

Excellent service.

In October our small mission team of 8 visiting from the USA stayed here for several days before and after our trip to Santo Domingo.  Each staff member was exceedingly helpful with heavy suitcases and very kind with our poor attempts at Spanish.  The breakfast was a small plate of hot scrambled eggs and bread/marmalade or assorted fruit/bread with plenty of coffee and juice.  The rooms are very compact but the beds are comfortable and the linens are much better than average.  The bathrooms have been updated, ours was sparkling clean, and the toiletries are very nice. The Wi-Fi is easy to access.  I imagine one could hear hall noise easily if the hotel was crowded or a rowdy party took over but they spaced our small crowd apart so we enjoyed a quiet building while we were visiting.  The desk staff also kindly allowed us to stay over all day and keep our rooms until our late night return flight (for a modest amount extra). I would definitely stay here again.
