We booked this apartment through booking.com it was advertised as a luxury apartment upon getting there it was late in the evening when we came into the apartment.
It was in complete disarray the beds for unmade the chairs were worn, there were stains all over them.
it looked like there was two remodeling going on in the front yard however when we awoke the morning we work to jackhammers underneath our room at 8 a.m. 
We phoned booking.com who told us the owner told them there was no construction going on and it was going on in the street we argued with them and pleaded with them to tell them know the jackhammers are literally redoing the foundation booking.com refused a refund the owner originally was apologizing and offering half off OUR STAY however  then because of the pictures and video I sent he then got mad and refused a refunded.
booking.com should be held accountable for any and all hotels that they advertise and make sure that the advertisements are true and correct.
We flew 15 hours from San Francisco all the way to London for the short two days we were there we were not even allowed to enjoy a holiday due to the fact that we had to deal with relocating.
The apartment was $166 is not a lot of money however it is the principle and we should be refunded.
booking.com should be liable but also people should know that booking.com and Warner House Apartments using fake pictures to advertise and get customers and then refuse their money
