It is difficult to find a cheap hotel online in Jayapura, but this one had an OK price since it included breakfast (which was awful). You must take into account that the hotel is not actually in Jayapura, but 30 minutes south of the city, in another town called Abepura. If you don’t care much about this, than I think you will enjoy the location right next to Pizza Hut, KFC and a small shopping mall. The hotel is very clean and I always felt safe. Only one time at night we crossed the street to pay a visit to KFC and found some men throwing rocks at a car. That was scary. 

The room we had was spacious, with a wonderful view over Abepura. It was fully equipped with a nice bathroom with amenities and it had a flat-screen TV, air con and a safe. The breakfast bar included in the rate only offers three Indonesian specialties, so if you’re expecting eggs or something more international, forget it. We once had breakfast very early around 06:00, and another time around 10:00, and both times the food was cold.

The staff is very nice and tried their best to understand our requests, but they know little to no English and it was very difficult to communicate. The dining room and all facilities always smell like smoke, because most Indonesian smoke indoors and there is no regulation here. WiFi is very, very slow and is only accessible in the dining room. Comparing other budget hotels, I would recommend this one but take into account all the things mentioned above.

Great room, horrible breakfast

I'm not keen about staying in downtown Jayapura, as there isn't that much to do there.  Matos is located in Abepura, which is much more lively, being close to the Unviersity.  The hotel is very clean and stylish and well managed for Papua. Few staff speak much, if any, English and it stretched my Bahasa to get the wifi turned on, but when it was it worked as well as you can expect in Papua.  The TV channels are a little limited, as with most hotels in Jayapura.  Food isn't great, but better than most places in Jayapura.  Its also good value for Papua.  
At night there are a number of restaurants nearby, mostly western fast food (Pizzahut is in the same building as the hotel and KFC in the shopping centre), but there is a charming Indonesian restaurant opposite the hotel.  Also there are a number of warungs around the shopping centre close by, whilst none are brilliant, there is a good choice of food and they are cheap for Papua.  You can also buy cans of very expensive beer ($5) in the supermarket at the shopping centre, which is hard to come by in Jayapura.
Well that's about it there is little else to do, so make the most of eating out and trips to the supermarket.  Although if you do visit during times of political tensions, Abepura does tend to be the centre of any conflict, so you could find yourself in the middle of a standoff between locals and the military.  Given that there is so little to do, you might even find this exciting.

I believe this to be the best choice when staying in Jayapura

The good things: wifi is working though it is not strong, clean, good location, near ATM, good access for public transportation, cheap price.

The not good things: the bathroom is so little, breakfast menu is boring and very standard, free drink provision is limited to only one little bottle, the television channels are limited and not clear vision, free wifi could only be accessed by 2 devices not more. Sometimes the room boy forgot to put towel in your room :(

Very standard, little room but it is ok

Hotel have a grrat location, located on the middle of abepura city center. Have a nice clean room. Just a few menu on breakfast, egg, Tempe, and fried rice. But on the next building you can find a Pizza Hut restaurant.

Worth hotel.

I choose this hotel because my client was in Abepura, not in the city of jayapura. The price was reasonable with the room. Only around 30 to 40 minutes to airport if no traffic jam.
But the breakfast could've been better.
There's pizza Hut outlet beside the hotel and a lot of restaurant and supermarket in walking distance.
