We went on Easter Sunday for two nights, had two rooms. 
There is no parking and if you have luggage it is not easy we had to bring a ton of luggage over three blocks. 
They make you give the key back to reception when you leave which is very uncomfortable. 
No AC so if you are there during the day you will be hot. You can get a fan but there is no place to plug in that is functional. 
They advertise Wi-Fi but whoever setup their WiFi obviously has no idea what they are doing since it never worked. We constantly brought up to the staff and the nicely each time said that it works fine. We had 7 people all with devices and 2 pcs but no service. 
Bathrooms have gas station type rolls of toilet paper which are not pleasant. 
Tiny little soap that is useless. Tiny towels.  Tiny 19” tv with a useless piece of furniture instead of a wall mount.  Horrible tiny pillows. 
Hot water we were warned upon check in that you have to wait but the wait is about 10 minutes and the shower heads let out hardly any water. 
The rooms are decent in size. Ours was larger than the second and the place could be really nice with AC, Wi-Fi, nice beds, pillows, towels, shower heads, toilet paper, decent sized TVs. 
The staff was always nice but in nearly every request the nicely say no. 
We paid $65 us per night and not all happy. 

No Wi-Fi, No AC, no parking

This was a perfect hotel with a very nice staff located on a pedestrian street in the centro histórico of Xalapa.  There was a small refrigerator and microwave in the room.  Within two or three blocks of the hotel there are many good cafés and bars.  I would highly recommend this hotel.

A pleasant small boutique hotel very centrally located. Immaculately clean with spacious rooms that are actually suites with a small refrigerator, microwave, dishes, coffee maker etc. The hotel is located on a small pedestrian street so there is no real street noise. Very quiet. Great location with numerous inexpensive places to eat nearby and lots of coffee shops. Parque Juarez is just a few steps away. The hotel staff is pleasant, cheerful and accommodating. Good WiFi.  A real bargain!

The hotel seems newish and it's possible that your cab driver might not know it (mine didn't - but I knew where it was.) Just have him take you to the "Biblioteca Carlos Fuentes" or the "Jarocha Style" coffee shop next to Parque Juarez. Exit the cab and walk down the pedestrian street (blocked off to traffic) and the hotel will be on your left about halfway down the short block.
