To begin with, this hotel is, of course, neither downtown nor royal, by any stretch of the imagination.  Lagos's "downtown" area is on the island.  It *is* in a government area, close to the airport and the Ikeja police headquarters, but that's of little interest to people looking to be "downtown".

Indeed, there are no shops or amenities outside the hotel within a two-block radius, as far as I could tell.

The room (I had a 'classic') was clean, and unlike other reviewers, in my three nights I did not encounter a single insect of any kind. The air conditioner is effective, as is the standalone fan. The bed is comfortable. The water heater worked.

However, the whole hotel has a shabbiness to it.  My room's shower door lock was half broken or rotted, and one had to physically shove against it to get it to open or to close again.  The hotel sign recommended using the "room safe", but my room contained no safe.  

The restaurant has a rich menu which is PURE FICTION; in fact, only a few items are actually available, and even those are nothing like what the menu describes.  My single attempt to eat at the hotel (remember, there are no easy alternatives nearby...) was a disaster: Even though the restaurant was completely empty when I ordered (and while I waited), it took more than an hour (and a pointed reminder from me) to get me a simple pasta plate. The waiter said "two other orders were made before me"; even if that was the case, it should not take a competent kitchen more than an hour to prepare three orders of food. The "bacon" provided was a yellowish dilapidated strip I did not dare touch.

The staff is friendly but everything depends on the manager, so they're not actually empowered to solve any problem for you.  The manager, unfortunately, has very poor English, and repeatedly answered simple questions with "yes" or "no" when in fact later inquiry revealed the opposite was true, leading me to think he was literally guessing what to answer each time.  If that is his level of English, he should have another employee with better English help him understand the customer.

I also made use of the conference room at the hotel.  The room was as advertised, but the WiFi was very flaky, and some of my event attendees could not connect to it no matter how many times they tried.  It also came and went.  (The WiFi in my room was consistent and fairly fast by African standards.)

In summary, it is probably above-average by local standards, but it fell very short of my own expectations. (And I do not mean fanciness or decor; I mean professionalism and service.)

Shabby but tolerable, close to the airport

A simple yet decent small hotel in the GRA (government residential area) in central Ikeja. We stayed here for 4 nights. The room was painted not too long ago and is clean, the bed is comfortable. There's WIFI but we were in the furthest room so sometimes the signal was lost there, it was always working well at reception and at the (mini) pool side. There's a tv which isn't too useful, though there was one channel showing US movies, there's a small fridge, a good working airco unit, a fan and a water cooker. Bring yr own tea/coffee, an adaptor for the electricity socket as well as amenities for the shower. The water pressure wasn't high but it worked out and there was warm water at least. We also brought insect spray ourselves but you can also ask the hotel to fumigate the room for you. We didn't really have any mosquitoes inside but there were some very small flies coming through as in any tropical country. What I liked less is that they weren't really cleaning the upper walls of the shower where the flies got stuck but once we raised an issue with the house keeper he made sure action was taken. So remember if there's something you really want done, just make a clear point out of it with him, not just reception who were very nice by the way but escalation is just helpful sometimes. Because we wanted privacy we ordered breakfast in the room, it would be a very small but tasty omelette and three slices of casino bread and tea. Fortunately we aren't big eaters in the morning. You can also ask for your clothes to be ironed at a small price. Nigeria is a cash country by the way, make sure you have enough.
