Yu Hotel 

I stayed there for three nights in early September, and it was a pleasure! Located not far from the international airport, i.e., outside the city, if offers everything a traveller seeks for. The rooms are large, bright, and comfortable. Some of them offer mountain views, but the best panoramas unfold from the roof where they serve dinner in good weather! Most of the staff girls look like beauty pageant queens, holy moly, but they're also well-trained, polite, and helpful. They command decent English too. The open buffet breakfast is rich, tasty, and substantial, while the dinners they serve are even better! Once I tried their cooking, I completely lost interest in eating anywhere else in town. The soundproofing is excellent! A rarity among hotels in the area, and indeed among hotels of this caliber anywhere else, in any country. No problem calling a taxi. A car would arrive quickly and in fifteen minutes you'll be at the airport or, alternately, in the center of Petropavlovsk-Kamchatsky but in half an hour. Just do check the price the driver charges before you embark (consult the reception for a fair fare). Long story short, never hesitate about choosing them! You'll hardly find a better quality-to-price ratio around—at least for now. NB! The hotel is helluva popular, so book rooms there for a high season at least six months (!) in advance and be ready for a full upfront payment. (Yu is not a misspelled "you" but the owner's family name.)
