Maybe it is worth the price but I would rather pay more than stay another time in this hostel. First the good things: 
-it is cheap
- the owner speaks english that really may be helpfull in phitsanulok
- the ROOM was clean.
But this was allready mentioned in the other comments. For 100bath more per day I had a wonderfull and clean hostel in Chiang Mai so I decided to book this one for my stop in phitsanulok, as it has really good ratings.
But I think it also has to bei mentioned that the bathroom in the second floor (where I stayed) is not really a bathroom. There is no sink and no mirror. If you want to wash your hands, you have to use the shower or go to the next floor, where you can find one sink in the hallway. Once the hostel is booked out there would be one mirror and one sink for 12 people :-( Although the rooms were clean the bathroom was not, so that I decided to leave my Flip Flops on instead of leaving them at the entrance.
Furthermore the traffic noise from the street is very loud, especially in the morning. And the mattress was really hard. Probably the hardest I ever slept or tried to sleep on. Another point is the glass door. Everybody who passes the the hallway can look into the room. I know there is not much privacy in a hostel but there should be at least some in the room. Fortunately I was the only guest in the hostel. 
Finally you have to decide by yourself if you want to stay there. I just wanted to mention also the not so nice things in this hostel because except one comment the ratings are really good and in my opinion this hostel is not as good as the most ratings say. 

Worth the money? - decide by sourself

ISC is a great place to stay in Phitsanulok, especially if you want to explore the city a bit. Phitsanulok isn't like Chiang Mai where so many people speak English, and the owner who speaks fluently was great in helping me get around and making phone calls in Thai when I needed it. It's walkable from the train station and it's right above a nice coffee and dessert shop.

Great (only?) hostel in Phitsanulok

I spent two nights at ISC Hostal. There is nothing special about the hostel. Big rooms, soft beds, lockers in the rooms and enough showers. Special about this place is the owner. She is such a nice and helpful person. I had to go to the hospital and she went with me to translate and waited the whole time. The next day two girls who are working in the café helped me catching a local bus. If you go to phitsanulok make sure you stay there even if it is a little bit far from the train station!

Not a special hostal but special people

Although it might seem that the hostel is quite far apart from the city centre, it is just a 10-15 minutes walk away. Facilities were great, room was clean and almost no noise came from the outside (that was a first for me in Thailand), aircon temp could be regulated and the bathroom was simple but clean enough. What made it great was the owner, Alice. Not only did she give me directions on how to get where I wanted, but also even went the extra mile and took me to the bus station after a last minute change of plans that made me be late for the bus to Chiang Mai!! Would definitely recommend to check it out and if you go there you should try their ice cream which was delicious!


Great place to stay

AdBell is probably American, (as am I), and wow what an idiot. 

The top bunks of the dorm have their own small lights! The bunks are extremely sturdy, some of the best ladders I've seen. Each bunk has TWO plugs. Big lockers are free with the ability to put on your own lock. 

The woman that owns the hostel, Alice, is truly lovely! The location is fine if you can handle walking ONE kilometer from the train. Plus it's such an easy walk... take a left out of the station, walk through the market and then your first left, across the tracks, and walk until you see "Hostel."

 It's a quiet town, close to national parks, like Sukothai, by bus. If you talk to people, there are more parks nearby, but because this is a quiet place, it takes time to find the right routes. Adventures!

Everyone offers me rides when I walk, for free. They're not sketchy. I've taken some, but sometimes declined just for the exercise. People aren't especially friendly, but the only other westerners I met were excessively disrespectful of cultural differences.... like smiling. So they're just more guarded. Smile, nod your head, say hello in Thai. The smile is always returned. 

There is a museum on the street of the hostel, the folklore museum, maybe 300 meters? with historical artifacts; it also has information of the surrounding area and the fire in 1957. Across from that, there's a bird garden and a buddha casting factory. Nearby are many important and historical temples. Sukothai is a day trip from here. 

This is an off the path place full of treasures. The bathrooms are fine. I completely disagree with ADBell on many things. It is quiet, but he missed many things with his one day stay. The beds are excellent mattresses with good, vibrant sheets, with a puffy comfortable pillow and excellent comforter. There's good Wifi and air conditioning. I don't know who this posh dude is, but it's SE Asia... I'm often met with hard beds that hurt everything.. This isn't one. 

The Night Bazaar is about a kilometer and a half away. It's gorgeous at sunset, it's on the river. 

There are many bars with great deals - poor location is a description from someone who didn't try to explore. Currently, a lack of foreigners, so maybe not the scene he was looking for. I suggest coming here alone for some quiet exploring, or with friends if you want to take advantage of these wonderful bunk beds and excellent hostel! This is the only hostel, by the way. Luckily a good one. 

The price is 280 baht, which is high for me, but it's quality. Also the only hostel, with an owner that's excellent. She speaks great English. In addition, she will meet you if you book first. Often times, drivers are paid commission and pretend they know but take you somewhere else, she told me when I asked why no one was here. So let her know you're coming instead of being scammed! It's a free pick up -- why not?

Who's Dan that took a tuktuk for 600 baht.. that's nuts... 

There's extremely cheap food that's excellent in this town as well. Alice provides a free map and will show you anything you need. She also makes excellent coffee!
